border guards perform a crucial role in ever more demanding circumstances at one time they controlled national frontiers now these border guards working in Warsaw control not just Poland’s but Europe’s borders they are responsible for an area of more than 4 million square kilometers and over 400 million people that requires a huge number of staff there are approximately 175,000 border guards in the EU that’s why European border guarding requires European education and training standards Portuguese border guards must be able to work together with their colleagues in Finland or Romania to meet this challenge Frontex developed a framework to enable EU border guards to study and work together effectively it’s called the sectoral qualifications framework for border guarding or sqf sqf defines the Occupational and training standards for border guards whether they are in an airport or out in the field the SPF describes the educational training standards for whatever you think the border guard is doing in his or her daily life starting from the training for helicopter pilots via anti-trafficking human beings detection of stolen vehicles detection of falsified documents fundamental rights 20 so everything you mentioned above the guard officer is doing and confounded in his or over in the daily places the SPF describes the education standards for this operational and training experts from over 30 organizations developed and validated the sqf they work together to ensure that the sqf creates a European standard that is applicable for all it identifies the job that tasks the knowledge skills and competences that you need to have in order to be able to perform your job and then it tells you which is the training that you need to develop in your job for your professional development yes qf enables border guards to take part in exchange programs it recognizes the importance of officers studying together to enhance their ability to work together common harmonized training standards as the basis for the national training which means that all border guard officers are trained on the same level if the same confidence and this is your European approach to training education applying those standards first in the classroom and then in exercises provides the link between the training and the job the sqf is going to be incredibly useful in the design of operationally relevant training for border guard organizations across europe the first point in designing any training is to establish exactly what as the knowledge skills and competence required for the officer to actually do their job it also assists in making not only is the training operationally relevant but it’s also fundamentally Rights compliant which is essential for all border guard training the quality of border guarding can only be as good as the quality of training and officer receives it can be a matter of life and death the sqf is a powerful tool to ensure that quality is of the highest standard it allows for trust between organizations and it also allows for the broadest possible understanding of how education in Europe is harmonized across countries and across boundaries Frontex and the member states share the goal of delivering high-quality training the sqf is the backbone of front texas coherent long-term strategy dedicated to enhancing border guard training across the EU I think the sqf is a very good in addition to the European qualification framework and in the hands of Frontex it will be in my opinion a really success sector or a mode for water guarding it’s the first sectoral framework developed within the law enforcement we really felt that this framework could be used as an exemplar for other trades or professions or disciplines that are drawing of the sectoral qualifications framework because we thought the standards are so high the sqf acts as a lighthouse giving guidance for all border guard training so that we know we are on the right way
